Description
I think this is one of the curly Dicranum species. iNat suggests D. fulvum, which grows preferentially on rocks. However, this was growing around the base of a tree. Based on that, I'm leaning toward D. montanum.

Description
Not certain about the ID - mostly based on comparing against the descriptions in my field guide. It says on this species, the fine tips of the leaves are often broken off at midblade, and plants have brown fuzz around the stems.
