I deleted the taxon change but a new taxon should always remain inactive while the taxon change hasn't yet been committed. That way we don't have people making IDs like
person 1: Salix × glatfelteri
person 2: Salix × glatfelterii
person 3: Salix × glatfelteri
community taxon = genus Salix
when everyone actually agrees it's the same "thing" and there's no actual disagreement.
