Figure 1 here is maybe the most clear illustration of what's going on here. Notice the color-coded tribe names on the right side. Notice tribe Xyleborini, in green about 3/4 down the page, and tribe Scolytini in red at the very bottom. Xyleborini should clearly not be treated as a subtribe of Scolytini.

This 2015 chapter is also a good resource, since it has a table of all accepted Scolytinae tribes (as of 2015) in the Appendix on page 133, with Xyleborini starting on page 139.

I agree in the proposal of @bouteloua. The concept of Xyleborina within Scolytini is unknown to, and got unnoticed by me. Will do the swap.

There are several more cases of conflicting concepts.
BugGuide knows only two tribes in subfamily:
Hylesinini, and Scolytini (8, resp. 13 subtribes), several of the subtribes
found classified on tribe level in the Johnson et. al. paper
