I’m not sure it this is a good picture. They were in a pond. But when I got close they flew away. They were ducking their heads in water before I showed up. Fairly small birds or ducks. They were swimming along all together in the water.

Small, whitish, tear dropped shaped bugs rapidly swarming around a pile of leaves. There were quite a few of them, they were about .5 cm in length. They somewhat resembled leaves. Observed in someone's front yard in my neighborhood.
