A form of Teddy Bear Bee.
ergo Amegilla subgenus asaropoda
It looks like Amegilla (asaropoda) albigenella, but it's missing the triangular dark patch on S4 so probably isn't.
Thanks to Bernhard for letting us know it's a male, so the last photo shows a pseudo-stinger.
