I suspected a parasite of some kind. Found this reference: https://faculty.ucr.edu/~chappell/INW/arthropods/vividdancer.shtml They are not eggs but parasitic water mites. The water near the observation site is flowing in the spring but gets stagnant by late summer and I suspect it may be contaminated or a destination for run-off from the housing development located above it. 2 IDs Research Grade View	Dragonfly Mites (Subgenus Arrenurus)
