8-26-17 Is this a WASP???

Flying Insect feeding on the nectar of Conioselinum chinense (Western Hemlock Parsley). Have been trying to get a good foto of these things for weeks - they have been hanging around the 2 Spruce Trees at the head of the stairs... There are so many flying around there now that at times the trees hum!

Recall someone from Adak OR Atka OR Umnak (Nikolski) telling me about seeing ('B&W shiny Bees') some 10+ yrs ago. This is the first summer I have ever seen these here on Eastern Unalaska Island.

When I finally got a good look at one on 8-13-17 it was rather apparent that this is NOT a Bee. Think it is a Wasp of some sort. See image #3779 for a view of the face & image 2651 for more of the banding on the abdomen.
