Colorful little moth! After consulting Powell, J. A. & P. A. Opler, 2009. Moths of Western North America, Pl. 7.35f; p. 86, it appears this is Chrysoesthia lingulacella, described as "In the West, it acts like an immigrant, periodically colonizing weedy places and then dying out". Further says "historical and current extent of its distribution in the western United States are poorly documented".
