Taxonomic Split 59577 (Committed on 2020-01-17)

This is a retroactive split - Lanius excubitor was added when it should have been split off from Lanius meridionalis. We are now splitting Lanius meridionalis after the fact to sort out existing identifications of Lanius meridionalis that now apply to Lanius excubitor

Clements swapped most subspecies from L. meridionalis to an expanded L. excubitor. This split should be ready to commit as have atlased both taxa and uploaded new IUCN range maps. @loarie @maxkirsch
